How the Nation buys

The rules are in the procurement ordinance, which is under Documents. The parts most bidders need are these.

Tribal preference

Certified Tribal member owned firms receive a five per cent bid preference. Certification has to be current at the time of bid opening, not applied for afterwards. The Procurement Office handles certification and it is free.

Bid openings are public

Sealed bids are opened in public, read aloud, and the tabulation is posted the same day. Any member may attend. You do not need a reason and you do not need to sign in.

When a Nation-owned enterprise bids

The Nation's own enterprises may bid on Nation contracts, and often do. When that happens the Enterprise Board members on the Procurement Review Committee recuse themselves, and the recusal is recorded in the minutes by name. An enterprise gets no preference and no advance notice.

Late is late

A proposal that arrives after the deadline is not accepted, including when the post is slow. This is not negotiable and it has been enforced against Nation-owned enterprises as well as outside firms.
